Guidance for Spectators to the Japanese National Team Games

The Japan Football Association (JFA) urges fans and supporters who visit the Japanese national team games to adhere to the content of Precautions for Spectators and Prohibited Conduct at the Stadium described below, as well as the JFA Regulations for the management and the administration of matches. Your understanding and cooperation are essential to prevent the spread of infections, and we ask for your kind understanding in this matter.
Please note that the restrictions, management methods, and related may change suddenly due to the situation of the spread of COVID-19 infections, the government’s policies, and the decisions of each municipality.

Precautions for Spectators

  • (1) If you fall under one of the following, please reconsider your visit:
    ・Feeling unwell (Example: if you have COVID-19 symptoms, such as a fever, coughing, a sore throat, drowsiness, and abnormality in the sense of taste or smell)
    ・A person in your family who you live with or a close acquaintance is suspected of being infected with COVID-19.
    ・If you have travelled to countries or regions regarding which the government has imposed restrictions on entry or has enforced a quarantine period upon entry, and this quarantine period has not ended, or you have been in close contact with persons travelling in such countries or regions.
    Please note that if you fall under one of the above conditions, we will be unable to repay to you the cost of the ticket, ticket commission, transportation costs to the stadium, etc.
  • (2) Please allow us to check your temperature at the entrance gate.
    Please be aware that you will not be allowed to enter the stadium if your temperature is 37.5°C or higher. In this case, we are unable to repay to you the cost of the ticket, ticket commission, transportation costs to the stadium, etc.
  • (3) Always wear a mask
    * In the vocal-support areas, only non-woven-fabric masks are permitted.
    * We do not hand out masks at the stadium. Please bring your own mask with you.
    * If you need to remove your mask to help prevent heat stroke, we appreciate your attention in maintaining social distancing (at least 1 meter from others, 2 meters whenever possible) and coughing etiquette.
    * There are the following exceptions to the mask rule.
    Infants: It is preferable that they do not wear a mask (depending on the decision of the guardian)
    Preschool children except the above: Whether they should wear a mask or not depends on the decision of the guardian.
  • (4) Frequently wash and disinfect your hands.
  • (5) Maintain social distancing to the greatest degree possible (at least 1 meter from others, 2 meters whenever possible) when entering and exiting the stadium, standing in line for the toilet, etc.
  • (6) Moving from your seat is prohibited while watching the game.
    (Such an act includes moving to the front of the stands to speak to the players)
  • (7) When people temporarily remove their masks to eat and drink, there is an increased risk of becoming infected with COVID-19. Those who eat and drink should adhere to the following precautions.
    ・ Do not speak or engage in conversation while your mask is off while eating or drinking.
    ・ Quickly put your mask back on after finishing eating and drinking.
  • (8) Even outside the stadium, in addition to maintaining social distancing to the greatest degree possible (at least 1 meter from others, 2 meters whenever possible), avoid behaviours that increase the risk of people becoming infected with COVID-19, such as shouting, singing, cheering out loud, and crowding together.
  • (9) In order to examine information on spectators who may be in close contact with each other, please help us by providing your personal information (name, phone number, etc.) and seat location in the stand. We will ask for this information while implementing thorough personal information management.
  • (10) In addition to the above, please comply with the rules and etiquette for watching games and follow the instructions of our staff.

Prohibited Conduct at the Stadium (areas where vocal support (cheering, etc.) is not permitted)

■ The following conduct is prohibited:
  • ・Raising your voice
    (Reason for prohibition: It leads to droplet infections)
    Definition of "raising your voice": When spectators repeatedly or continuously speak at a louder volume than usual

    Speaking together with other spectators loudly or for a long period of time
    Singing chants or supporters songs repeatedly or continuously at sporting events
    * Short cheers or other shouts when goals are scored do not necessarily fall under this definition.
  • ・Whistling through your fingers, chanting, booing
    (Reason for prohibition: It leads to droplet infections)
  • ・Using tools and musical instruments such as a transistor megaphone, megaphone, and trumpet
    (Reason for prohibition: It leads to droplet infections)
  • ・Cheering that involves contact with people
    (Reason for prohibition: It leads to contact infections)
    Example: High-fives, linking arms, etc.
  • ・Cheering where people crowd together
    (Reason for prohibition: There is a high risk of a droplet infection and contact infection)
    Example: Unfurling a large flag at seats where spectators are present
    * However, unfurling such a flag at unoccupied seats is permitted.
  • ・Moving from your seat while watching the game (Moving to the front of the stands to speak to the players)
    * If you unavoidably moved from the watching area registered upon entering the stadium, please register the watching area information again.
  • ・Having a conversation without a mask when eating and drinking
■ The following conduct is permitted:

Reason for permission: There is no risk of a droplet infection, contact infection, or creating a close-contact setting.

  • ・Hanging up a banner
    * Please pay sufficient attention so as not to cause people to crowd together when hanging up a banner.
  • ・Clapping
  • ・Holding up a scarf, gate flag, etc.
  • ・Use of noisemakers (drums, cheering harisen (a large pleated paper fan designed to produce maximum noise), etc.)
    * These can be used only at your own seat, and an area where their use is allowed should be set so that the spectators around you will not be disturbed.
    * Drums can be used to lead the spectators in clapping in time and to encourage the spectators to cheer.
    * The use of megaphones is not permitted and stadium equipment should never be struck.
  • ・Waving flags
    * Flags that are larger than L size (flag dimensions of 1,015 mm x 1,575 mm, flagpole length of 1,500 mm) and flags with a flagpole made from metal or another non-flexible material (including large flags) are permitted only at a specified area behind the goals in principle. Speak to a member of staff on the day for details.
  • ・Waving or spinning a scarf

Prohibited Conduct at the Stadium (vocal-support areas)

■ The following conduct is prohibited:
  • ・Vocal support (cheering, etc.) without wearing a non-woven-fabric mask
    (Reason for prohibition: It leads to droplet infections)
  • ・Whistling through your fingers
    (Reason for prohibition: It leads to droplet infections)
  • ・Using tools and musical instruments that cannot be used when wearing a non-woven-fabric mask, such as a megaphone and trumpet
    (Reason for prohibition: It leads to droplet infections)
    * Limited to one person entering the designated area, loudspeakers and megaphones may be used in order to lead the support. However, the use of loudspeakers and megaphones toward the pitch is not permitted.
  • ・Cheering directed at areas other than the pitch
  • ・Cheering that involves contact with people
    (Reason for prohibition: It leads to contact infections)
    Example: High-fives, linking arms, etc.
  • ・Cheering where people crowd together
    (Reason for prohibition: There is a high risk of a droplet infection and contact infection)
    Example: Unfurling a large flag at seats where spectators are present
    * However, unfurling such a flag at unoccupied seats is permitted.
  • ・Moving from your seat (moving to the front of the stands to speak to the players; approaching others to the left, right, front or rear of you without leaving a space between you; sitting next to someone without leaving a space between you; linking arms, etc.)
  • ・Bringing in food and alcohol into the vocal-support area
    * You may bring in soft drinks to rehydrate.
    * Please refrain from cheering, etc., when rehydrating, and please quickly put back on your non-woven-fabric mask after you have rehydrated.
■ The following conduct is permitted:

Reason for permission: There is no risk of a droplet infection, contact infection, or creating a close-contact setting.

  • ・Vocal support while wearing a non-woven-fabric mask.
  • ・Hanging up a banner
    * Please pay sufficient attention so as not to cause people to crowd together when hanging up a banner.
  • ・Clapping
  • ・Holding up a scarf, gate flag, etc.
  • ・Use of noisemakers (drums, cheering harisen (a large pleated paper fan designed to produce maximum noise), etc.)

Measures Taken Upon Entry into the Stadium

Please help us to take the following measures upon your entry into the stadium..

  • (1) Disinfection of hands
  • (2) Checking body temperature using thermography (If you are suspected of having a fever, we will check your temperature using a non-contact type or contact type clinical thermometer.)
  • (3) Bag inspection (Please open your bags yourself)
  • (4) Collection of tickets (Please separate the ticket and the stub yourself. You do not need to separate the stub if you scan the QR code or barcode on your ticket using an entrance verification device.)
  • (5) Registering of spectator information
  • * We request your cooperation in providing personal information to prevent the spread of COVID-19 infections.
    You are requested to register your name, phone number, mail address, game watching area, and other information.
    Please register your information via the QR code shown on the paper to be handed to you at the entrance gate on the day of the game, or by handwriting your information at the information booth to be found after entering the stadium.

Acquisition of Personal Information to Prevent the Spread of Infections

In an attempt to prevent the spread of COVID-19 infections, the JFA acquires the information of the spectators to the games it hosts for the purpose of reporting those spectators regarding whom a report is considered necessary in the event that there is a spectator who has been infected with COVID-19. The JFA and the Prefectural Football Association will strictly manage such personal information and will not use it for any purpose other than the purpose mentioned above. In addition, the Associations will not provide such information to a third party without obtaining the consent of the relevant person. However, upon request from a public institution (public health centre, etc.) to prevent the spread of COVID-19 infections, the Associations may provide such information to the institution, but only to the extent permissible by laws and ordinances. Those who are underage are requested to obtain the consent of their guardians before visiting the stadium. Note that the JFA will delete the acquired personal information after a certain period has passed.
